Pre-paid Electricity meters

BASIC OPERATION

Pre-paid meters work on the principle that credit / electricity is bought from a vendor and this information is then transferred to a specific meter. The units can be bought at any sales office where a "VENPOINT" sign is displayed. Upon producing his meter card (credit card size with the meter number) and an amount of cash the consumer is issued with a receipt with a 12 or 20 digit number printed on it. This number is an encrypted number and contains information of the meter number, units bought etc. The consumer enters this number via a keypad on his meter and the number of units bought is transferred to the meter and displayed on the meter. As the units are used the units indicator will decrement until zero units are reached. At this point the meter will automatically disconnect the electricity supply and the consumer will have to buy more electricity. The units registered in the meter can at any time be increased by buying more electricity from any vendor.

  • Any domestic or small business consumer (single phase supply)
  • Any small business with a three phase supply

ADVANTAGES OF THE PRE-PAID SYSTEM
  • The meter is installed in your house and electricity consumed can be monitored. It is possible to budget for your electricity because it can be bought in affordable transactions at a number of outlets (after hours as well as during weekends).
  • No more electricity accounts
  • No unexpected disconnections because you are in control of your electricity consumption
  • Especially the smaller consumer will benefit from the tariff structure for pre-payment meters because you do not pay any monthly fixed amount. You thus only pay for actual units consumed.

 

METER FAILURE

Pre-paid meters are not fail-proof and it does happen that due to a technical failure the meter does not switch off when the units bought have been consumed and the zero level reached. In these cases the meter keeps on registering the consumption but does not disconnect the supply. The consumption is not shown on the display but the user will realize that any new credit will not necessarily cancel the zero indication implying that a larger amount was used than the new number of units transferred to the meter. The display thus indicates 0000.

When the meter is inspected the total consumption can be read accurately with a computer and the amount used recovered from the consumer before his supply can be restored by replacing the meter with a new one. This process is in principle not new because the supply regulations state that in the case of  the failure of a meter (any electricity meter) to record consumption accurately an estimate must be made by using historical data or by using the consumption in the months to follow. In the case described in the previous paragraph the consumption is read from the pre-paid meter itself. This amount can then be recovered from the consumer.

VENDING OUTLETS

There are a number of private vendors located within five kilometers from pre-paid customers. These vendors also operate after hours as well as during weekends. These vending stations are monitored and more will be allocated to supermarkets, filling stations, caf's and other businesses as the need arises. The "VENPOINT" sign is displayed at all these outlets. From time to time the locations of vending stations are published in the daily news media to inform the consumers about new outlets. At this stage consumers can also buy electricity at all the official payment offices.
